Every patient's medical records are considered their possession. If a patient wants access to their medical records, every doctor is legally required to comply with the request to get them to you. They are allowed to charge you a processing fee to cover the costs of their staff to produce them, make copies, etc, but they have to be produced for the patient. All any patient has to do is ask for the records.
